Actions/Create Lookup Field doesn't work on Entities (actual Master 4608)

I was trying to create a new list by Actions/Create Lookup Field in actual Master (4608).
I was expecting the list is created.
Instead I’ve got error message:

Object reference not set to an instance of an object.
