When a man creates a popup window with a web report in it (e.g. as entity report action - CZ.Advantages.Asap.Schema.MenuModel.EntityReportAction), then it reserves space for action buttons eventhough they won’t be show in case-of web report anytime.
It then look like this - the red square is unwonted space reserved for action buttons:

Tomáš is perfectly OK to remove it in case of web reporst are loaded into modal dialogs.
