Value of constant, when upgrade app model

My question is about behaviour of constant value, when upgrade app model.

I have app with constant and it have set default value. User can modified constant this via UI and set own value. When I upgrade the model from test app to production app, constant value will be default value or last value set by user?

When the model is first deployed the value is the one set in the constant, not the user defined value, since the user defined values are stored in the data database - a deployment script would have to exist.
