Do not show action buttons placed at panel headers when set as to be ignored

Action buttons placed at panel headers used to ignore ‘IgnoreActionButtons’ panel settings, so it used to show buttons regardless the setting.

It’s no more a good approach - especially because of attachment action buttons defined in Attachment package.
