Edit screen section panel throw exception

Architect is in disconnected mode. Without database connection.

I was trying to edit screen section panel.

I was expecting edit screen section panel.

Instead I’ve got exception
Parameter name: id
Actual value was 9e301a8b-b356-42fa-ae57-3be3a28650d7.
and after that panel does not open to edit.
