The Create Foreign Key wizard offers an option to select if the created field should allow nulls. Even with the option unchecked, the wizard marks the value as true.
Further, the field is only created if you click on Show Result and it is shown in the editor as new field and must be saved manually. If you click on Close, the field is not created.
