It is possible to add row in child section, if the parent section is empty or the parent section doesn’t have selected item.
Following screen is eagerly loaded and it is possible to add rows in the bottom grids despite the top (parent) grid doesn’t have selected row.
It should be disabled so the user realises that there is something he has to do in order to enable it (add a parent record).
Should the button be gray all time. If the button has focus then it get green.
I agree, the hover effect should be disabled.
