Widget → Dropdown → Dropdown Lookup Field
choose filter type “equals” and add a tag
chage filter type to “not equals” and try to add the same tag
add any other tag and you will see both of them in the input

I suggest it should not reset when switching between = and ≠.
Are you saying we should change behavior of all filters or just the tag input?
In general I would say that if the input type does not change (e.g. with Is Empty hides the fields or Between introduces a second input) then the input could stay.
Sometimes I decide to reverse the filter (e. g. from equal to zero to non equal) just to check what the rest of the data look like.
But maybe it’s just me. What was the idea behind resetting the values?
