USER_SHORT_HELP not viewed in client application

I filled in the element USER_SHORT_HELP for a database field but nothing was shown in the client application. USER_LONG_HELP shows tooltip fine, but USER_SHORT_HELP does not seem to work even though it is present in the source file:
